Teaching results
1. The student will gain a comprehensive view of the roles and functioning of public administration and the public sector. The student will understand the role of government and how it fulfils its functions through the public sector.
2. The student will become familiar with current theoretical concepts of public management and views and perspectives on the roles of the public sector. The student will be able to translate this knowledge into the functioning of cities and their economies.
3. The student will gain knowledge about the possibilities of organizing and reorganizing administrative and public services through ICT and about the overall conceptual way of governance.
4. The student will be able to develop a project on a selected public administration problem based on the acquired knowledge.
Indicative content
1. Subject and status of public administration :public administration and executive power of the state.
2. Development and sources of public administration :Chinese philosophy and administrative science, ancient Greek administrative science, influence of Roman law on the development of statecraft.
3. Dual understanding of public administration - Public management and Public Administration. (New) Public Management and (New Public) Governance.
4. Public sector and its role. Market failure or state failure?
5. Public sector efficiency: the nature of inefficiency, social and economic efficiency, methods of measuring efficiency.
6. Performance management.
7. Public procurement.
8. Public administration and space. Why do cities exist?
9. E-government: nature, meaning and roles of e-government, status and problem.

Requirements to complete the course
A student may earn a total of 100 points for completing the course, including 60 points from the exam and 40 points from the seminar. To be awarded credit, a student must score a minimum of 21 out of 40 points in the seminar. Out of the total 40 points, 20 points are awarded for project development, 10 points for project defense, and 10 points for activity in seminars. A minimum of 5 points must be earned in each component.
The student must score a minimum of 32 points on the exam or no credit will be awarded for the course.
