Co-authors: Prof. Ing. Čaplánová Anetta, PhD
Manuscript Status: Submitted for review (Journal of the Knowledge Economy), October 12, 2022
This study examines the role of fiscal councils as independent institutions in promoting fiscal discipline and stability among EU member states. It empirically evaluates how fiscal councils contribute to limiting budget deficits and supporting responsible policies during the period 1990–2021. The results suggest that fiscal councils are a key tool for controlling public spending and ensuring long-term fiscal stability. The study also highlights broader political and institutional aspects that need reform for more effective fiscal governance.

Overcoming Digital Divide in Europe and Southeast Asia (ODDEA), Project 101086381, Call: HORIZON-MSCA-2021-SE-01-1
Project Duration: 2022 – 2026
Project Coordinator: University of Economics in Bratislava, Prof. Ing. Anetta Čaplánová, PhD.
Main Objective of the Project:
The primary aim of the project is to contribute to the establishment of a community of researchers in Southeast Asia who will focus—through rigorous, interdisciplinary, and systematic approaches—on processes of digitalization. Furthermore, the project seeks to identify both the similarities and differences in the course of digitalization between the two regions (Europe and Asia).
Additional Information about the Project:
The COVID-19 pandemic highlighted the urgency of digitalization, as both individuals and governments relied on digital technologies and skills to address scientific as well as socio-economic challenges brought about by the pandemic. Digitalization sustained economies and societies by enabling remote work, monitoring the spread of the virus, and accelerating research into potential treatments and vaccines. This underscored the necessity of a resilient digital transformation and the strengthening of the digital economy and society.
Indeed, the European Commission has made the digitalization of Europe one of its key strategic priorities, with the ambition of creating a “Digital Decade.” However, the significance of digitalization extends beyond Europe. Countries associated with the EU, such as Montenegro, as well as developing nations in Southeast Asia, including Indonesia, Malaysia, and Thailand, can also derive substantial benefits from digital transformation. Such progress may accelerate their economic growth, support the achievement of sustainable development, and enhance the quality of life of their citizens.
VEGA – Improving the Functioning of Economic Processes through Insights from Behavioral Economics (Theoretical and Empirical Approach)
Project Duration: 2023 – 2026
Project Leader: Prof. Ing. Anetta Čaplánová, PhD.
Project Team (University of Economics in Bratislava): Ing. Eva Sirakovová, PhD., Ing. Ľubomír Darmo, PhD., Ing. Eleonóra Matoušková, PhD., Ing. Mgr. Zsolt Horbulák, PhD., Ing. Andrej Přívara, PhD., Ing. Mgr. Hussein Mkiyes
Main Objective of the Project:
The primary goal of the project is to advance the field of behavioral economics and contribute to the expansion of scientific knowledge by conducting both theoretical and empirical behavioral research. Based on the results, the project will formulate recommendations for improving the design and implementation of policy measures and public policies.
Additional Information about the Project:
The project aims to foster scientific progress in the area of behavioral economics. Behavioral economics is an interdisciplinary field that studies individual behavior and the factors leading to deviations from rationality. The behavioral approach has gained increasing relevance, particularly as economic developments have demonstrated the limitations of the rationality paradigm.
The project will build on a systematization of the existing scientific literature, with its core focused on original research aimed at the theoretical and empirical testing of selected concepts. The research team investigates individual decision-making processes and their implications at both microeconomic and macroeconomic levels. In its theoretical dimension, the project models the behavior of economic agents by incorporating prospect theory, while in the empirical dimension, it employs controlled experiments to test selected theoretical findings of behavioral research and to develop practical recommendations.
Overall, the project will contribute to the advancement of behavioral economics and to a deeper understanding of decision-making processes in the areas under investigation.
VEGA – Socio-Economic Challenges of Migration Policy in the Slovak Republic in the Context of Labor Market Developments
Project Duration: 2024 – 2025
Project Leader: Ing. Andrej Přívara, PhD.
Project Team (University of Economics in Bratislava): Ing. Andrej Přívara, PhD., Prof. Jean-Robert Tyran, PhD., Ing. Róbert Mészáros, Ing., Ing. Mgr. Hussein Mkiyes, PhD., Ing. Najib Rahman Rahmat, MA
Main Objective of the Project:
The principal aim of the project is to identify the socio-economic challenges of the Slovak Republic’s migration policy related to the recruitment of labor migrants from third countries for the Slovak labor market. The project also seeks to propose systemic measures to address labor shortages by optimizing migration policy and effectively managing labor migration flows.
Additional Information about the Project:
The project will examine the key demographic and economic trends shaping the Slovak labor market, with particular attention to labor force needs. It will analyze examples of best practices in migration flow management from other EU countries, while also actively engaging in expert discussions and publishing scientific articles.
Furthermore, the project will include the quantification of the potential contribution of labor migrants to addressing shortages of skilled workers, as well as the organization of professional workshops and conferences to disseminate results. The data collected will be used to formulate recommendations for policymakers, thereby contributing to the improvement of Slovakia’s migration policy.

Project Abstract:
The Sustain4Future project addresses the pressing need for higher education institutions (HEIs) to play a pivotal role in advancing sustainable education. This need is aligned with the objectives of the HEI Initiative, which emphasizes capacity building within universities to tackle global challenges such as climate change, resource depletion, and social inequalities. By embedding sustainability into entrepreneurial ecosystems, HEIs can act as key drivers in Europe’s transition toward a sustainable and inclusive economy.
The project seeks to strengthen the role of HEIs in integrating sustainability awareness into the education process through three pillars: fostering entrepreneurial thinking, preparing and supporting entrepreneurs, and reinforcing entrepreneurial ecosystems. Sustain4Future builds upon the HEInnovate framework and unites nine partner institutions from across Europe, combining experienced universities with newly engaged partners. The consortium brings together deep expertise in sustainability management, entrepreneurship, and innovation, supported by strong regional and international networks and existing initiatives.
Young Researchers Project – Navigating New Horizons: Assessing the Socio-Economic Impacts of Digitalization on Contemporary Migration Patterns
Project Duration: 2024 – 2025
Project Coordinator: Ing. Mgr. Hussein Mkiyes, PhD., BSc.
Project Team (University of Economics in Bratislava): Ing. Róbert Mészáros, MBA; Ing. Najib Rahman Rahmat, MA
Main Objective of the Project:
The core aim of the project is to investigate the impact of digitalization on migration processes in general, with particular attention to socio-economic effects and labor market dynamics.
